- 1 small shallot, minced
- 3 medium cloves garlic, minced
- 1/2 teaspoon red pepper flakes (optional)
- 1/3 cup white wine vinegar
- 1/3 cup extra-virgin olive oil
- 1/2 cup firmly-packed parsley leaves, minced
- 1/2 cup firmly-packed basil leaves, minced
- salt and pepper to taste
- 1 lb top sirloin steak, fat trimmed
- 2 tablespoons vegetable or canola oil, divided
- kosher salt and pepper
- 2 medium whole sweet peppers
- 1 medium yellow onion, thinly sliced
- 4 cups cooked hot white or brown rice
- tortilla chips, sliced avocado, black beans, tomatoes, and lime wedges for serving
Instructions
- In a medium bowl, combine minced shallot, garlic, red pepper flakes, and white wine vinegar. Whisk to combine.
- Gradually drizzle in the olive oil while whisking continuously until the mixture is smooth.
- Add the minced parsley and basil, then season with salt and pepper to taste. Store the chimichurri in the refrigerator until needed.
- Trim the fat from the steak and season with kosher salt and pepper.
- Heat 1 tablespoon of vegetable oil in a skillet over medium-high heat. Sear the steak for 4-5 minutes on each side for medium-rare, depending on thickness.
- Remove the steak from the skillet, cover with foil, and let it rest for 10 minutes. Slice against the grain.
- In the same skillet, add the remaining tablespoon of oil and sauté the sliced peppers and onions until soft, about 5-7 minutes.
- To serve, layer cooked rice in bowls, top with steak slices, sautéed peppers, onions, chimichurri, and additional toppings like avocado, beans, and tomatoes.
